Why 70% of Digital Transformations Fail - And What the Data Actually Shows

The 70% failure rate is one of the most cited statistics in enterprise technology. But the reasons behind it are consistently misunderstood. The data does not point to bad technology. It points to fragmented governance, disconnected data, and risks that surface too late to do anything about them.

The Number Everyone Quotes, Few People Examine

McKinsey, BCG, and KPMG have all published variations of the same finding: somewhere between 60% and 80% of digital transformation programmes fail to deliver their intended outcomes. The number varies by study and definition, but the direction is consistent. Most large-scale transformation efforts do not achieve what they set out to achieve.

The instinctive reaction is to blame technology. The platform was wrong. The vendor oversold. The architecture was not fit for purpose. And sometimes that is true. But research consistently shows that technology accounts for a minority of transformation failures. The majority trace back to something far less dramatic: the inability to see what is actually happening across the programme until it is too late.

1. Budget and Delivery Are Out of Sync - and Nobody Connects Them

A transformation programme can burn through 60% of its budget while delivering 35% of its scope. In isolation, neither number triggers an alarm. Budget reports show spend within the current quarter's tolerance. Delivery reports show milestones progressing. But connect the two and the picture is clear: the programme is spending faster than it is delivering, and the gap is widening.

Digital transformations generate decisions at a rate most governance structures are not designed to handle. Architecture choices, vendor selections, integration approaches, data migration strategies, change requests, scope clarifications - each requires approval from people who have other priorities.

The result is a growing backlog of pending decisions. Each one creates a downstream dependency. A delayed architecture decision pushes back the integration timeline. A stalled vendor approval delays onboarding. A pending scope clarification means two workstreams are building against different assumptions.

Decision velocity - the speed at which governance decisions are made - is one of the strongest predictors of transformation success. Yet almost no organisation measures it. They track milestones and budgets, but not the speed at which decisions move through the system.

3. Change Requests Consume Contingency Invisibly

Every transformation has a contingency budget. It exists for the changes that nobody can predict at the outset. But change requests in large programmes often follow a predictable pattern: small at first, reasonable in isolation, cumulatively devastating.

A single change request for an additional integration point might cost 2% of contingency. Reasonable. But twelve similar requests over six months consume 24% of contingency before anyone notices the trend. Delivery intelligence is the discipline of connecting project data across domains - budget, schedule, decisions, and changes - and analysing the patterns between them. Instead of asking "what is the status?" it asks "what is the trajectory, and what is driving it?"
